Walkthrough

Each sentence included three pieces of important data: Two license plates (the only 7 letter words in the sentence), and a number. First, the license plates were found on the wall at the Bellevue Library, and it was noted that each pair was exactly 5 license plates, inclusive, away from each other. For each pair of license plates and those between them, 5 bit binary encoding was used to extract words, where the color of the license plate indicates if it is a 1 or a 0, black=1 and white=0. The words extracted were INDEX INTO FOURTH PLATE. The number from each sentence was used to index into the fourth license plate of each line of five on the wall to extract ALPHABETIC LAST ON WALL. The alphabetic last license plate on the wall was ZYZZYVA which was the solution to the puzzle.
