Clue 19: Hex Cups

Arriving at the house in Federal Way, teams followed a series of signs down to the lake where they were told that they'd have to swim out to a dock out in the lake to retrieve their next clue. Before anyone was allowed to swim, though, they needed to don life vests and water wings, which lead to some amusement. Once a team member swam out to the dock, a staff member there would give them a cup, and hint to them that there were more, but that each time somebody swam out, they could only retrieve a single cup.

There were a total of nine cups to retrieve, which meant that teams had to decide whether they wanted to have more people get in the water to retrieve cups faster, or whether more of them would rather stay dry, forcing a few people to make more trips.

After retrieving all the cups, along with the customary pyramid and a short primer sheet that said:

          When      used      together
          little    bits      make
          good      things    happen
      
(where each of the words was enclosed in a circle), teams were free to examine the cups.

Each cup had a series of 3x3 arrangements of the digits on the bottom, as follows:
