Presentation:

At the opening, teams are given a handout with a list of responses. Over the entire event, teams have encountered agents who'd tell them a phrase and wait for the appropriate response to confirm their identity. The last one just says "Excuse me..." - if the team doesn't know what to do at this point, they'll be given a transcript of all the other exchanges.

Walkthrough:

Figuring out the right responses for the challenges as they go is mostly a matter of finding something that has a related concept.

When they give the correct response, the agent will give them a countersign which contains a number, either literally ("I'll take bus number one, then") or via homophone ("It all flows to the ocean in the sky"). This is the "confirmation number" the handout asks them to record.

Using the number as an index by words into the response (taking one word from each response) in the order given on the handout gives the phrase "When you meet a contact with a blue hat, say to them, 'Our goal has always been to seek the unattainable answer.'"

The final agent has a blue hat, so telling them that response will let them into the final puzzle.
