Avenue of Flags

Teams arrived at Wilcox Park and found flagpoles with lots of stickers on them. And, were largely confused. Not all teams saw this puzzle, and the teams that did were stymied by it. However, it was useful for when we needed to stall a team by a couple of hours. This really can't be replicated well on the web, so just see the solution for a real puzzle description.
